RESUMEN El presente trabajo de revisión expone cómo las prácticas de gestión en la anestesiología deben ser modificadas para encarar las cambiantes necesidades de pacientes, otros profesionales y sistemas sanitarios, a fin de mantener una función significativa en la atención sanitaria. Los servicios de anestesia han adoptado una amplia variedad de modelos para hacer frente a las necesidades del medio local, la relación entre los anestesiólogos y la comunidad, y los papeles desempeñados por los anestesiólogos en el tratamiento perioperatorio. El (...) sistema sanitario cubano se encuentra inmerso en un proceso de permanente adecuación de sus servicios a los problemas, demandas y necesidades de la población cubana y sus determinantes. Por ello, objetivo es exponer consideraciones teóricas en función del perfeccionamiento del servicio de Anestesiología y Reanimación. ABSTRACT This review paper presents how anesthesiology management practices must be modified in order to deal with the changing needs patients, other professionals and health systems have, in order to maintain a significant function in health care. Anesthesiology services have adopted a wide variety of models to face up to the needs the city, the relationship between anesthesiologists and the community and the role anesthesiologists play in perioperative treatment have. The Cuban health system services are in a process of permanent adaptation to the problems, demands and needs the Cuban population and its determinants have. The cross-cultural literature is reviewed and integrated together with attitude theories, thereby outlining a model through which certain values influence the intervening variables that ultimately lead managers to tolerate employee bribery. The case of Latin America is employed to illustrate how regionally dominant cultural values may shape managers' attitudes, subjective norms, and perceived behavioral control, which in turn affect tolerance of employee bribery. A series of research propositions and practical recommendations are derived from the model.

El texto presenta los fundamentos filosóficos con los cuales configurar una filosofía latinoamericana que apuntale un proyecto de filosofía de la educación desde la educación popular. Esto se hace a partir del examen de la reflexión filosófica de Leopoldo Zea y Amado Osorio. Para ello, se desarrolla en torno a la presunta existencia de una filosofía latinoamericana, pensamiento filosófico latinoamericano, un presunto acuerdo sobre filosofía, una filosofía de la educación en América Latina y una filosofía de la educación como (...) baluarte de una educación filosófica en América Latina. El texto concluye, además, que una filosofía latinoamericana no tiene por qué tener como condición su ruptura con el pensar del hombre genérico; solo se trata de reconocer sus problemas vitales para aportar claridad reflexiva y actuar sobre ellos con respuestas, incluso, inspiradoras para otros pueblos. This chapter draws parallels between Leopoldo Zea and Stanley Cavell's thought. It forms the basis of this argument in their thought on circumstantialism. Cavell and Zea both reflect on the American circumstance, a circumstance conditioned by the discovery, colonizations, and nationalization of Americas, together with the American people's heroic desire to connect, continuously and urgently, with themselves and their destiny as Americans.

The field of Latin American philosophy has established itself as a relevant subfield of philosophical inquiry. However, there might be good reasons to consider that our focus on the subfield could have distracted us from considering another subfield that, although it might share some geographical proximity, does not share the same historical basic elements. In this paper, I argue for a possible and meaningful conceptual difference between Latin American Philosophy and Indigenous philosophy produced in Latin America. First, I raise what (...) I call Mariátegui’s Solidarity Challenge to show that there might be some neglectful treatment of the philosophical views of different Indigenous groups. I then depart from Mariátegui and engage in a critical exercise to show that even he would be guilty of failing in his own solidarity demands. I follow that by drawing out some implications of the argument. I first sketch how this differentiation would play out against the political project of “Mestizaje,” a project that seems to inform some of the Latin American philosophical tradition. I then speculate about the kinds of duties that the field of Latin American philosophy might have towards the field of Indigenous Philosophy produced in Latin America. (shrink)

Tuberculosis en América Latina y el Caribe: reflexiones desde la bioética Tuberculose na América Latina e no Caribe: reflexões da bioética The objective of this article is to analyze the conditions of access to health services by people with tuberculosis in Latin America and the Caribbean, reflecting on the public health aspects involved from a bioethical perspective. A literature review of the context of tuberculosis in LAC based on epidemiological data was performed. The results were analyzed from its (...) relationship with the social determinants of health and the ethical principles that guide medical practice. Tuberculosis is a pressing public health problem in the region because of its family, social, economic and health impact. It mainly affects vulnerable individuals and populations. Health services violate ethical principles. Tuberculosis is a serious ethics and public health problem in the region that causes death, disability and increased poverty. It is imperative to ensure the right to health services and to understand the individual and public health consequences of non-adherence to treatment. It is important that national tuberculosis control strategies include principles of dignity and non-discrimination of the sick, changes in the social determinants of the disease, and respect for the ethnicity, language culture and identity of patients. La crisis sanitaria ocasionada por la expansión del Covid-19 pone en evidencia las consecuencias que tiene sobre la vida común la mercantilización de lo público y el mercado como eje regulador de la vida y de las relaciones humanas. El contexto actual demostró la cadena de inequidades que enfrentan las mujeres en la región, pudiendo identificarse al menos tres dimensiones en las que se expresa esta desigualdad: los cuidados, el trabajo y la violencia. Es menester de este artículo realizar un (...) estudio del impacto de la pandemia en estas tres dimensiones, buscando aportar a la reflexión para la acción que permita repensar un mundo pospandemia, donde la perspectiva de género no se constituya como una agenda coyuntural de los gobiernos, sino como un elemento fundamental en la transformación de nuestras sociedades. Este artículo es fundamentalmente descriptivo, utilizando para su análisis la información de datos secundarios, principalmente cuantitativos, de diferentes fuentes de información; por tanto se trata de datos recolectados, procesados, analizados y publicados con propósito diferente a los objetivos de este artículo. Abstract:Analyzes the ways in which the queer Latinx experience is permeated by the processes of political struggle that each nation has gone through since the beginning of Cold War. In this endeavor, the essay considers how such struggles have engendered gestures that link individuals through a kind of kinship—one that needs no words in order to act as a resistance platform. Therefore, the essay traces how queer people in Puerto Rico, Nicaragua, Cuba, Venezuela, and the Ecuadorian diaspora negotiate with power; (...) whether they do it by pushing a political agenda, or by turning to silence in order to deceive their oppressors. This paper is a critical and comparative legal historical study, which offers a global vision of the U.S. Legal System, according to the religious factor impact and its complex dimensions (e.g. religious liberty, Church-State relations, welfare state & solidarity). The principal goal is the deconstruction of the fake official History, elaborated after the Second World War (e.g. inferences, impostures, fallacies). At the same time, it shows the social development (and the kind of commitment in each period), and how it happens (...) the consolidation of the system thanks to the regulation. In this way, it is possible to pay attention to the American experimental evolution (not lineal or exceptional –as many U.S.hand-books pretend): from colonial Blue Laws (or Sunday regulation), up to the current regulation on freedom of religion and non-discrimination. Also, this paper offers a systematic set of diverse legal sources (e.g. Executive orders & rules, Legislative statutes, Judicial cases & resolutions). Another goal of this paper is the evaluation of the allegedly paradoxical policies and regulations in this field, during the last two Administrations (Clinton and W. Bush); both of them, from extreme views (linked at the end), they used incorrectly the religious factor, and they confused the institutions. Alternatives to convenience sampling (CS) are needed for HIV/STI surveillance of most-at-risk populations in Latin America. We compared CS, time space sampling (TSS), and respondent driven sampling (RDS) for recruitment of men who have sex with men (MSM) and transgender women (TW) in Lima, Peru. During concurrent 60-day periods from June-August, 2011, we recruited MSM/TW for epidemiologic surveillance using CS, TSS, and RDS. A total of 748 participants were recruited through CS, 233 through TSS, and 127 through RDS. The TSS (...) sample included the largest proportion of TW (30.7 %) and the lowest percentage of subjects who had previously participated in HIV/STI research (14.9 %). The prevalence of newly diagnosed HIV infection, according to participants' self-reported previous HIV diagnosis, was highest among TSS recruits (17.9 %) compared with RDS (12.6 %) and CS (10.2 %). TSS identified diverse populations of MSM/TW with higher prevalences of HIV/STIs not accessed by other methods. (shrink)

En este artículo se presenta una revisión bibliográfica de la novela Terra nostra, de Carlos Fuentes, y propicia diálogos que evidencian su actualidad y su relación interdisciplinar con la filosofía, la historia, el arte, la sociedad y la cultura. En los criterios estructurales se distinguen estas temáticas: mito e identidad, relaciones con el otro, imagen y memoria, y la reconstrucción de lo que somos y seremos. Se tuvieron en cuenta franjas temporales de ocho años, desde el momento de su publicación, (...) 1975, hasta el año 2015. Los estudios destacan los problemas de la identidad latinoamericana, la intertextualidad, la multiculturalidad y la conquista; revelan su actualidad en el siglo XXI a través del mestizaje, las tradiciones culturales del Viejo y el Nuevo Mundo, y los otros mundos; y expresan, así, la necesidad de reconstruir un nuevo humanismo. This is a critical-hermeneutical and historical-comparative study on Political Economy, Economic History and Social Thought, applied to the American utopias in the 19th century and its role in the colonisation of the United States (US) west. This review is based on a heterodox economic approach, used in the disciplines of Religion and Economics. It gives a general view of religious and ideological utopias, as cooperative enterprises of intentional life in farms and workshop, making a comparative analysis of efficiency and sustainability. (...) This study attempts to explain the colonial paradox of American utopias because the last established, with more inversion, they were the first to fall. This study shapes the development of the western territories, from the Quaker’s Holy Experiment framework and its support for the utopias experiments in the expansion to Ohio, Indiana and Illinois. Contribution: This review offers a descriptive and explanatory study on the colonisation of the US west, under the hermeneutical turn from heterodox economic approaches, to deal with some current contradictions and anachronism in the mainstream view. El presente trabajo se enfocó a profundizar sobre el tema de las economías verdes y la Responsabilidad Social Empresarial. A través de una investigación documental, se logró evidenciar que las economías verdes siguen estando muy poco desarrolladas en todas partes del mundo, donde Europa es la que más avances posee en dicho tema, quedándose Latinoamérica rezagada al respecto por problemas tecnológicos y de desarrollo. Sobre la responsabilidad social se pudo entender que la misma representa una piedra angular para el desarrollo (...) de las naciones y una de las vías más relevantes para alcanzar la sostenibilidad, reduciéndose problemas como la pobreza y el impacto medioambiental. This is a Political Economy study on migrants-citizens relations management in the United States of America, with special attention to the religious factor and the pendulum effect. There is a model switch, from integration policies to official persecution, under a high social opportunity cost. Also, there is a split between the State and civil society, causing civil disobedience and sanctuary network across the country. The paper focuses on the development of the Sanctuary Movement, as a case of popular action against (...) to the power elite policies and their sanctions. There was a revival of this movement during the values crisis or 2008 recession, but at the same time there was a critical division into the movement, with higher tension for the migrants. (shrink)

Describing a Mundus Novus was a very singular task in the sixteenth century. It was an effort shaped by a permanent inherent tension between novelty and normality, between the immense variety of new facts and the demand of credibility. How did these inner strains affect the narrative style of the first descriptions of the natural world of ‘the Indies’? How were the first European observers of the nature of America able to simultaneously transmit the idea of immensity and regularity, and (...) that of novelty? How did they attempt to describe new worlds knowing that there was a lot – perhaps too much – to tell? This paper focuses not on the much-discussed epistemological issues related to those questions, but on their narrative and stylistic consequences. We argue that the first Europeans meeting the new realities of the Americas or India had to meet new challenges, and these translated into texts with specific characteristics. Thus, their first descriptions are essentially different from the texts about the natural world that were written before or after the ‘discovery’. We show that they adopted very specific discursive approaches, and were deeply influenced by the credibility strategies of the medical profession in which they had been trained. (shrink)

El presente escrito hace una aproximación al trabajo literario de Oswald de Andrade desde la perspectiva benjaminiana de la historia que permite pensar un nuevo lugar para América Latina. Para alcanzar tal objetivo nos centraremos en el concepto de antropofagia a partir de dos importantes obras del autor: el “Manifiesto da poesía Pau-Brasil” (1924) y el “Manifiesto Antropófago” (1928), en las cuales de Andrade expone lo que entiende por antropofagia y cómo esta sería la característica del salvaje americano. Las (...) afirmaciones realizadas por el escritor brasilero serán analizadas teniendo en cuenta dos aspectos del materialismo histórico propuesto por Walter Benjamin, el rechazo a la idea de progreso y la trituración del valor tradicional de la obra de arte. This study uses the American Association of University Women 1993 survey on sexual harassment in America's schools, a national sample of high school students, to examine gender differences in the behavioral, emotional, and educational consequences of sexual harassment. Previous research indicates that a high percentage of both boys and girls experience sexual harassment and that the negative consequences are greater for girls. The authors use a feminist theoretical framework to show that girls' and boys' qualitatively different experiences account for part (...) of this gender gap. Girls are far more likely to perceive harassment as harmful than boys and to experience a far greater frequency and severity of harassment. This article documents that girls are more likely to be targets of physical sexual harassment than boys and that physical harassment rather than derogatory or verbal and/or visual forms of harassment exacerbate the gender gap in educational outcomes. The first European settlements in the new world faced technical issues with the help of the XVI century scientific advances. Besides briefly exposing the scientific and technological situation, this paper explores, with the help of reverse engineering, two singular mechanical wits representative of the technological advances introduced in America to overcome different problems. Firstly, a pump, based on an alternative movement system through crankshafts and pistons used against the continuous flooding suffered in the Ciudad de México valley. Although flooding remained (...) a problem (it was solved in the XX century), hydraulic pumps were essential for continuous soil drainage. Secondly, a port crane for handling cannons, military devices, and construction materials during the Lima fortification in the XVII century. For both cases, reverse engineering, through engineering methods, Computer-Aided Design CAD programs, and additive manufacturing, provides virtual and/or tangible mockups that help to analyze and improve our knowledge about the dimensions, materials, and functions of used (and currently lost) mechanical systems during the American colonization. This book introduces readers to central concepts and ideas in Mexican philosophy. Couched in stories and anecdotes from the author's life, the book offers these concepts and ideas as orientations, recommendations, or exhortation for navigating today's world. The structure and the style of the book aims at making these accessible to both specialists and non-specialist or anyone who may have had some experience with contemporary forms of marginalization, alienation, objectification, or any of the various forms of dread and accidentality familiar (...) to modern life. This, the author thinks, is most of us. Narrowing down the scope of the tradition, the author draws from the history of Mexican philosophy in the 20th century, as it is at this time that Mexican philosophy comes into its own. The book begins with two short introductions, one is an introduction philosophy in Mexico, the other to Mexican philosophy. Here, readers are introduced to Alfonso de la Veracruz, who offered the first philosophy course in the Americas in 1540 in the monastery of a small town in Michoacán, Mexico. From there, it presents four main themes from Mexican philosophy that recur in the philosophical literature. The remainder of the book serves as a "guide" for living a better, more fulfilling life. The main characters in what the author considers an uncontroversial retelling of Mexican philosophy are Antonio Caso, Samuel Ramos, Emilio Uranga, Leopoldo Zea, Jorge Portilla, Rosario Castellanos, Elsa Cecilia Frost, and, of course, persons in the author's own life. En este trabajo intentamos un acercamiento a la filosofía social desarrollada por Simón Rodríguez en el conjunto de sus escritos reflexivos sobre la realidad político social hispanoamericana de la primera mitad del siglo XIX. Argumentamos que su examen de los problemas de las repúblicas hispanoamericanas constituyen una investigación crítica en el sentido moderno de este término, esto es, una investigación sobre las condiciones de posibilidad mismas de la comunidad como espacio del buen vivir. En este sentido, su trabajopropone la aplicación (...) de criterios, como el dominio del idioma español y el cambio de costumbres, para reformar la cultura. Se concluye que su filosofía social reivindica el papel de la comunidad en las necesarias transformaciones sociales que requiere la vida republicana en América del Sur, por supuesto, sin soslayar la importancia manifiesta que tienen los individuos como agentes concretos de cambio. En este artículo se recogen los principales momentos de la estadía de María Zambrano en América, muy especialmente, su permanencia en la isla de Cuba, donde entra en contacto con pensadores y escritores de la talla de José Lezama Lima y los vinculados al grupo Orígenes. Se hace un recorrido por algunas de sus obras queriendo reconocer las influencias recibidas durante este período de su pensamiento.

Este artículo tiene como objetivo, asumir desde Colombia y América Latina,el texto más renombrado del filósofo alemánWalter Benjamin: Tesis sobre elConcepto de Historia. En mi interpretación, el tiempo histórico incluye larevolución, que Benjamin sitúa en la tradición de Marx y en la “Liga Espartaco” de Alemania, para reivindicar plenamente a los vencidos y excluidos.

Los desencuentros de la filosofía latinoamericana con Nietzsche pueden entenderse como un síntoma de algo más que un problema de legibilidad o malentendido. En tanto pensamiento de lo uno, la filosofía latinoamericana (mayoritaria) no puede servirse del pensamiento nietzscheano: es imposi-ble construir un pensamiento del origen y la unidad desde un pensamiento de lo múltiple, como el de Nietzsche. La identidad, tan buscada por esa filosofía latinoamericana mayoritaria, es una ansiedad antigenealógica. En ese sentido, esa filosofía y su procedencia no (...) es solo eurocéntrica, como ya ha sido expuesto por otros comentaristas, sino reactiva, y esto vale para tres de sus tendencias principa-les: la filosofía normalizadora, la corriente historicista y la filosofía latinoamericana de la liberación. De ahí, de paso, la fascinación de dicho pensamiento con la idea de carencia —nunca hemos sido lo suficientemente civilizados—. Esto ha instaurado un cuerpo sufriente en América Latina, atrapado en la dialéctica de la víctima y el victimario. Se trata entonces de pensar con Nietzsche para intentar pensar sin resentimiento desde América Latina y sobre esta. ¿Nietzsche en América Latina? Sí, pero más allá de los estudios de recepción e influencia: Nietzsche como aquel estruendo capaz de infundirle una dimensión geológica al pensamiento. (shrink)

The linguafranca, or Mediterranean pidgin, was spoken by sailors and merchants that sailed the Mediterranean Sea during centuries. This pidgin borrowed terms from languages such as: Castilian and Catalan, French and Provencal (Occitanian language), Italian, Genovese, and Venetian. Moreover, words of Arabic and Neogreek origins were added to al1 this common mass. So, this lingua is a great interesting resource to deal with the study of the Spanish naval histoy in the Mediterranean Sea from 12" to 13" century, when its (...) usage started to vanish. Nowadays, there are terms that still remain in sailors' language such as wind names: leveche, jaloque, maestral or mistral, tramontana; meteorological phenomena names: bórea or boria; and nomenclature for typical crafts: paramola, escálamo, car, batallol, laud or llaüt, latino. As part of a project on professionals' lived experience of ethics, this article explores the guiding concepts and values concerning ethics of mental health professionals in Cuba. The data, obtained through individual interviews and focus groups with 28 professionals, indicate that Cubans conceptualize applied ethics in terms of its central role in professional practice and its connection to the social context and subjective processes. Findings also show that Cuban professionals are guided not only by a set of professional values but (...) by a specific set of civic values as well. The former are subdivided into other-oriented values and self-oriented values. The study of ethics in another culture such as Cuba offers a unique point of view from which to critique the social construction of our own conceptions of applied ethics in North America. (shrink)

D esarrollar é la tesis, compartida por Ferlosio, Dussel y Lomax, de que 1492 fue el año eje entre la Reconquista de la península ibérica y la conquista de América, r etrocederé a la fusión de Cristianismo e Imperio Romano en Nicea, presentare la caracterización hecha por Ferlo sio de la guerra escatológica, cuyo garante es Dios, y rastrear é los antecedentes estoic os d el sentido. ABSTRACT This article wants to expose some central contributions for a critical theory from the Americas, made first of all from the Ecuadorian-Mexican philosopher Bolívar Echeverría and also by the Spanish-Mexican philosopher Adolfo Sánchez Vázquez, bringing them to an imaginary discussion with Alfred Schmidt, Karl Marx, and some concepts of the original critical theory from the now one-hundred-year-old Frankfurt school. The relationship between use value and value, the critique of some Eurocentric “philosophical” ideas inside nonmainstream theories are some of (...) the departing points. A critical theory from the Americas could be a first step toward the necessary philosophical contributions for a postcapitalist society that may exist without the Today’s self-destructive impulse. It helps not only to understand the world outside the so-called First World in a more exact way, but it helps also to understand the centers of global power in a better way, as their self-consciousness is now probably on the lowest level ever. En el presente artículo hago un resumen de «Esas Indias equivocadas y malditas» de Rafael Sánchez Ferlosio. La principal idea que desarrolla es que el discurso de los conquistadores, y hasta la actualidad muchos historiadores, legitimaba la conquista de América en nombre de la religión, de la civilización o del progreso; por ello, todo el dolor de las «naciones indias» estaría justificado por su incorporación a la historia universal. A continuación, presento los comentarios hechos por Juan Antonio Ruescas (...) Juárez, María del Mar Ramírez Alvarado y por Francisco Castilla Urbano a ese texto ferlosiano. Finalmente, concluyo con unas reflexiones personales sobre el texto de Sánchez Ferlosio. (shrink)

Esta revista-institución había pedido, en justo homenaje a este genuino marxista, un comentario a dos volúmenes que celebraban desde México, con inteligente selección, abierta a la controversia, su 80 aniversario (1995). Se trataba de los libros Adolfo Sánchez Vázquez: los trabajos y los días y En torno a la (...) obra de Adolfo Sánchez Vázquez, editados por Federico Álvarez y Gabriel Vargas Lozano, respectivamente. Publicado originalmente con el título “La empecinada herejía de Adolfo Sánchez Vázquez” en la mencionada revista (núm. 203, La Habana,1996, pp.142-147), el texto fue revisado y actualizado para la presente edición. Principalmente porque las garantías extendidas al emigrante no son las mismas que se ofrecen al inmigrante, y varían dependiendo de lo reconocido legítimamente por los Estados en su constitución y del interés, la conveniencia y la voluntad política de los gobiernos. América Latina ha sido desde siempre objeto de controversia en España, aunque últimamente con mayor intensidad se ha convertido en materia de utilización partidista, especialmente por parte de un bloque conservador que se esfuerza en convertir hechos y procesos latinoamericanos en elementos de confrontación política interna española. También las izquierdas hispanas tienen presente a América latina en su acción política, y padecen una elevada desinformación, mientras mantienen clichés de otra época. El artículo atiende a tres casos en la (...) confrontación derecha/izquierda de los últimos tiempos: Venezuela, ariete conservador contra el Gobierno de Pedro Sánchez; México, como excitante del nacionalismo españolista tras la exigencia de López Obrador; y, finalmente, Bolivia tras la forzada salida del poder de Evo Morales. The widespread critical evidence surrounding executive compensation of listed corporations has boosted shareholder activism in recent decades. The say-on-pay (SOP) mechanism—a vote in which shareholders express their (dis)agreement with executive pay designs—is one of the corporate governance mechanisms that has led to this activism among listed firms. Merging agency and socioemotional wealth (SEW) arguments, this paper analyzes how effective SOP voting results are among listed family firms in terms of CEO compensation efficiency and equity. Using a sample of UK listed (...) firms from 2011 to 2018, our results show that SOP effectiveness is positively influenced by family ownership and is strongly moderated by family involvement in management and in governance as well as by family generation. Our findings stress the strong family effect and the ethical perceptions of family shareholders on SOP voting, showing how family participation in the firm encourages fairer and more aligned CEO compensation packages. SOP institutional and practical implications oriented to preserve shareholder value and family wealth are finally outlined. (shrink)
